Below are the candidate profiles for the Kōhi Māori Constituency Candidates for the 2025 Local Body Elections.

E hika ma, anei ra tenei o Mātaatua, mai nga kuri a Whārei ki Tihirau, tena koe! 

Ko Karamea (Chris) Insley ahau — born, raised and living locally at Omaio. He uri no Te Whānau-a-Apanui, Ngāti Porou, me Te Whakatōhea. 

A seasoned governor and executive leader with decades of experience across climate change, infrastructure, Maori economic development, and international trade. 

I’ve chaired national and international organisations, managed major investments, and built strong partnerships grounded in kaupapa Maori and tikanga. 

I stand for leadership that restores the whenua and builds intergenerational prosperity — grounded in integrity and strategy. 

Our rohe deserves bold, values-led governance that listens to our communities and protects our taiao.

Dr Māwera Karetai (Kāti Māmoe, Waitaha, Kāi Tahu) is committed to representing the interests and aspirations of tangata Māori in our 

Moana-a-Toi rohe. 

Upholding tikanga Māori and strong connections to local iwi ensure that I advocate for our cultural values and our social, and environmental priorities. As a lecturer and researcher, my professional practice areas, and knowledge of regional issues, enable me to contribute informed, evidence-based perspectives to council decisions. 

My collaborative approach results in inclusive korero, promoting unity, continuing Toi Iti’s mahi. I am dedicated to advancing sustainable resource management that honours both Mātauranga and Western science for our best outcomes. With a passion for imbedding Māori values, a track record of good governance, and years of environmental, and community engagement, I am well-positioned to serve your whanau on the BOPRC, ensuring that the Kōhi Māori ward is strong, and influential in shaping the future of our region.

My principal place of residence is in the Kōhī Māori Constituency area. 

I am of Ngati Awa, Ngai Tūhoe and Tūwharetoa descent. Born in Opotiki, groomed in Te Teko and Waiohau, working amongst our Tainui people, now living in Waiohau. Pepeha is our CV of lived experience and insight on how the natural world mixes with its people weaving a sense of community unique to its roots. 

I have a commercial work life and want to see truly resilient industries shape our sense of community. Caring for our natural capital and deriving livelihoods requires a science-art dance that we have long handled far to awkwardly. I believe I can add a valuable contribution to that and to shaping a more responsibly felt prosperous future. 

Academically, I hold Master of Arts in Māori Studies on applied governance, mainly interested in the practical stuff. Currently hold positions on various governance boards and land trusts. I believe I can help.
