Stormwater Management Plan Guide for Plan Changes and Consents

November 2025

Stormwater Management Plan Guide

For plan changes and consents

A Stormwater Management Plan (SMP) is a strategy to manage stormwater runoff in a specific area, aiming to minimise environmental impacts and protect public health. It outlines methods for managing, treating, and directing stormwater in urban areas. An SMP addresses pollution, erosion, and flooding issues, and is crucial to mitigate the impact of urbanisation on stormwater.

This guide summarises Regional Council’s expectations for when SMPs should be provided in the structure planning or consenting process and what they should contain.
